Integrated Researcher at the Portuguese Institute of International Relations of the Universidade Nova de Lisboa (IPRI NOVA) and Associate Researcher at OBSERVARE-Observatory of Foreign Relations of UAL. Advisor to the National Defense Institute. Advisor to the Board of Directors of the Oriente Foundation. Member of the European Council on Foreign Relations. Member of the Portuguese Association of Political Science. Member of the Scientific Council of the Real Instituto Elcano.
Former Advisor to President António Ramalho Eanes (1977-1986), President Mário Soares (1986-1996) and President Jorge Sampaio (1996-2006), he was Director of the Portuguese Institute of International Relations of the Universidade Nova de Lisboa (2006-2011) and Visiting Professor at the Universidade Nova de Lisboa (2006-2020). He was a researcher at the Institute of Social Sciences of the Universidade Nova de Lisboa and lecturer at several Portuguese universities since 1988.
He holds a Master’s degree in International Relations from the Institut d’Études Politiques de Paris and a PhD in International Relations from the Universidade Nova de Lisboa. He has published articles in Portuguese and international academic journals and is the author of The Post-Cold War (Tinta-da-china, 2016); The Balance of Europe (Alêtheia, 2017); Raymond Aron and the Cold War (Alêtheia, 2018); The Return of Anarchy (Alêtheia, 2019); and The World of Tomorrow (Fundação Francisco Manuel dos Santos, 2020).
