PhD in Law, Justice and Citizenship in the 21st Century, in the scientific area of ​​Law, from the University of Coimbra;
He holds a degree and a Master’s degree in Law from the Autonomous University of Lisbon and a Postgraduate degree in Management and Control of Public Money from the Autonomous University of Lisbon.
He is a Professor of Tax Law at the Higher Institute of Accounting and Administration of Lisbon (ISCAL).
He has been Portugal’s delegate to the OECD’s Senior Public Integrity Officials (SPIO) Working Group since 30 September 2015.
He also currently works as an advisor in the Office of the President of the Court of Auditors, having previously served as Director-General of the Court of Auditors and as Secretary-General and member of the Corruption Prevention Council.
He also works as an arbitrator in tax matters, registered with the Administrative Arbitration Center (CAAD).
