He has a degree in Law, a Master’s in Communication, Culture and Information Technologies (ISCTE-IUL) and a PhD in Communication Sciences (ISCTE-IUL), with a thesis on “Internet Governance”.

Former journalist, editor of publications and cultural and press advisor to the Ministry of Foreign Affairs, serving at the Portuguese Embassies in the Democratic Republic of São Tomé and Príncipe, the People’s Republic of Angola, the Kingdom of Morocco, the United States of America and the Portuguese Mission to the United Nations in New York.

Professor of the Curricular Unit “Introduction to Internet Governance” in the Postgraduate Course in Political Consulting and Strategic Communication, taught at the Autónoma Academy.
